Decodes a given string '''Str''' from [http://en.wikipedia.org/wiki/Base64 base64 format] to a regular string. If the input string was not in hexadecimal format, the function returns an empty string. The entered string is case-sensitive. This process can be reversed with [[StrToBase64]].
